Programs & Services
TAHF focuses on creating and implementing rental and homeownership programs for families,
the elderly, the handicapped and disabled, and low and moderate income households. TAHF and its affiliates own and
operate two apartment projects -- Chariton Apartments in St. Louis, Missouri and Renaissance
Park Apartments in Waterloo, Iowa. TAHF also sponsors and manages a county-wide lease
purchase program in the Little Rock, Arkansas area; and co-administers a statewide lease
purchase program in Louisiana. At present, TAHF is initiating a homeownership program in
Seattle, Washington and is constantly assessing other properties to acquire and programs
to implement nationwide. Below is a listing of our current programs:
Chariton Apartments - St. Louis, Missouri
TAHF owns and operates Chariton Apartments, 4249 Michigan Avenue, St. Louis, Missouri 63111.
Chariton is an eleven-story, 122-unit, HUD-insured (Section 236) project that has 24 units
covered by a Section 8 project-based contract. The building is specifically for residents
62 years and older, handicapped, or disabled. In May 2003, TAHF purchased the project through its
affiliate Chariton-TAHF, LLC, a Missouri limited liability company. TAHF acquired the building
to stabilize and enhance the project within the community.
Since TAHF took control of the property, over 50 new tenants have made Chariton their home.
The building is currently 100% occupied.
Renaissance Park Apartments - Waterloo, Iowa
TAHF owns and operates Renaissance Park Apartments, 610 East 4th Street, Waterloo, Iowa 50703.
Renaissance Park is a seven-story, 50-unit, HUD-held (Section 202) project, covered by a Section
8 project-based contract. The building was constructed in 1981, and is specifically for
residents 62 years and older, handicapped, or disabled. The project is owned by IOWA TAHF, an Iowa-based
nonprofit corporation created in 1979. In June 2004, TAHF assumed control of the project from
the Waterloo Chamber of Commerce by becoming the controlling entity of IOWA TAHF.
Since HUD approved TAHF's control of the property, the project's occupancy has increased by over 25%.
Currently, the building is fully occupied, a level not reached in over 10 years.
Dream to Own Program - Pulaski County, Arkansas
TAHF is the sponsor and manager of this lease purchase program where qualifying
participants select their home, lease the home for approximately three years, and then assume
ownership of the home. This program is designed to assist families in the Little Rock area who
need downpayment and closing costs assistance, and to provide participants the opportunity to
establish or repair their credit. Throughout the lease purchase period, they will have an ongoing
mentoring relationship with a local counselor, will experience the pride of homeownership, and will
enjoy the benefit of building equity through their monthly housing payments.
To participate in Dream to Own, the potential homeowners initially meet with a qualified program
counselor to discuss program guidelines and review their credit. After completing a homeownership
credit course and being pre-approved for a loan, participants select the home they desire to lease,
and eventually own. The program requires a 1% non-refundable commitment. At the end of the lease
period, qualified participants can assume the mortgage and take title to the property.
Lease Purchase Program - State of Louisiana
TAHF is an administrator for the Louisiana Public Facilities Authority (Authority) for its statewide Lease Purchase Program. The Authority hired TAHF to handle the origination and servicing documents,
and to design the Program Handbook. In its ongoing capacity, TAHF trains and works closely with the program's
participating realtors, lenders and title companies. TAHF structured this program similar to the Dream to Own
program in Arkansas. During the lease period, the Authority owns the home. When a potential participant
selects a program home, TAHF manages the Authority's acquisition of the home and oversees the execution the
lease agreement between the Authority and the participant.
